Why a municipal tobacco retailer licence? This is a valid question, as Ontario does currently require all tobacco retailers to hold a provincial vendor permit. The government has also taken steps to reduce the prevalence of contraband tobacco in Ontario—recent amendments to the Tobacco Tax Act include a requirement that tobacco retailers currently holding a permit under the Retail Sales Tax Act transition to a tobacco retail dealer permit, effective July 1st, 2018.
