Smoking and Vaping Rules in Quebec
Key takeaways
Quebec's own government pages did not load for our review, so this page carries only what we could read on federal sources. The federal minimum age of 18 applies at minimum, and federal excise duty is $38.92 per carton. We publish no provincial figures we could not verify.
We would rather leave a page thin than guess at a province’s law. Quebec’s official pages on its Tobacco Control Act and on vaping were not readable on the review date, and the legislation site blocked us too. So the figures other provinces get, such as banned distances, fines and provincial tax, are missing here.
What we can confirm
A federal floor of 18. Under the Tobacco and Vaping Products Act, no one may furnish a tobacco or vaping product to a person under 18. Provinces and territories are free to set a higher age, and Health Canada’s second legislative review report notes that most do. Whether Quebec has is not something we have verified. See the legal smoking age in Canada.
Federal excise. The federal excise duty on cigarettes is $0.97299 per 5 cigarettes from 1 April 2026, or $38.92 per carton of 200. Quebec’s own tax is on top of that. Our tobacco tax rates page shows what we have confirmed for each province, and why Quebec cigarettes cost less looks at the price gap.
Where to check
Read the current Tobacco Control Act and the Quebec government’s smoke-free and vaping pages directly. Our provincial comparison and the quit-smoking help table mark Quebec items we have not confirmed. Other provinces are listed on the provinces page, and Quebec cigarette prices may have more.

Frequently asked questions
What is the minimum age in Quebec?
Federal law bars supplying tobacco or vaping products to anyone under 18. Provinces can set a higher age; check Quebec's own pages for the current figure.
Why is this page so short?
Quebec's government sites returned errors to our tools, and we publish only facts read on an official page. We will expand the page when we can verify them.
