Which Companies Make Cigarette Brands Sold in Canada?
Key takeaways
Government and trademark records name three cigarette manufacturers in Canada: Imperial Tobacco Canada Limited (a British American Tobacco subsidiary), JTI-Macdonald Corp. and Rothmans, Benson & Hedges Inc. (Philip Morris International). A 2025 court-approved plan worth CAD 32.5 billion settled their tobacco claims, and none of the records we opened says a brand changed hands.
Three cigarette manufacturers appear by name in the Canadian court and government records we reviewed: Imperial Tobacco Canada Limited, JTI-Macdonald Corp. and Rothmans, Benson & Hedges Inc. Health Canada says four key manufacturers account for over 95 percent of sales, and in the documents we read it does not name them. This page sets out what each source says about those three companies, their owners and the brands tied to them. Each link between a brand and a company is labelled with the kind of record behind it.
The short answer
| Manufacturer | Owner, as the source states it | Brands tied to it by an official record |
|---|---|---|
| Imperial Tobacco Canada Limited, Montreal | British American Tobacco (company statement, 2019) | Player’s and Viceroy (Health Canada recall notices, 2022); du Maurier, Player’s and Pall Mall (trademark entries in the names of Imperial-named companies, plus a 1998 Library of Parliament paper for du Maurier and Players) |
| JTI-Macdonald Corp., Montreal | No official source found | Vantage (Health Canada recall notice, 2022); Export “A” (trademark entry in the name of JTI-Macdonald TM Corp.) |
| Rothmans, Benson & Hedges Inc. | Philip Morris International | Benson and Hedges and Belmont (trademark register entries); Canadian Classics (register entry, expunged in 2026) |
Two cautions apply to this table. A recall notice names who distributed or made one recalled product. A trademark entry names the owner of a registered mark, whether or not a product is on shelves today. Neither is a sales record.
How we sorted the evidence
Health Canada collects sales data from manufacturers under the Tobacco Reporting Regulations, and has done so since 2001. It publishes those figures as national and provincial totals for cigarettes, without a breakdown by company or brand. The regulatory analysis for the Tobacco Charges Regulations says each company pays a charge based on its domestic market share, estimates up to 50 companies are affected and names none.
So the names come from other places. Government releases and settlement records name the companies. Health Canada’s recall notices name a distributor or manufacturer next to a brand. The Canadian Intellectual Property Office’s trademark database names the owner of each registered mark. Company filings and releases are used only for what a company says about itself, and each one is labelled as company-published below.
The three manufacturers and their owners
Imperial Tobacco Canada Limited. A British American Tobacco press release of 4 March 2019, filed in the United States as an exhibit to a Form 6-K, calls it “our Canadian subsidiary.” That is the company’s own statement, and we did not find a Canadian government page that states the ownership.
JTI-Macdonald Corp. The trademark register shows the Export “A” mark assigned to JTI-Macdonald TM Corp. on 15 November 1999 by RJR-Macdonald Corp. We did not find an official source that names its parent company.
Rothmans, Benson & Hedges Inc. In its 2025 annual report, filed in the United States, Philip Morris International calls it a wholly owned subsidiary in Canada.
A Health Canada summary of a December 2018 meeting lists the same three companies as the manufacturers attending under the Canadian Tobacco Manufacturers’ Council. The Government of Canada’s 2008 release names Imperial Tobacco Canada Ltd. and Rothmans, Benson & Hedges as the two companies that pleaded guilty that year. The 2010 agreements named JTI-Macdonald Corp. alongside two other companies. Both are covered in our smuggling settlements guide.
What the records say about each brand
Player’s. Health Canada’s recall notice of 18 July 2022 covers Player’s, Player’s Smooth and Player’s Original in packs of 20 and 25. It names Imperial Tobacco Canada Limited as distributor and British American Tobacco Mexico as manufacturer, and records 10,146,446 packages sold in Canada. The trademark register lists the owner of a Player’s design mark as John Player & Sons Ltd. of Montreal, following a 2015 amalgamation.
Viceroy. A May 2022 recall notice for Viceroy Full names the same distributor and the same Mexican manufacturer as the Player’s notice.
du Maurier. The register lists the owner of the du Maurier Distinct mark as Imperial Brands Ltd. of Montreal, after a 2015 amalgamation with du Maurier Company Inc. A 1998 Library of Parliament paper says Imperial’s products included Canada’s two largest-selling brands, du Maurier and Players. That is a 1998 statement.
Pall Mall. The register lists Imperial Tobacco Products Limited of Montreal as the registered owner of a Pall Mall design mark, valid until November 2027. The entry does not say how that company relates to Imperial Tobacco Canada Limited, so we record it as a trademark link only.
Vantage. A December 2022 recall notice for Vantage Special King Size 25 names JTI-Macdonald Corp. as manufacturer.
Export “A”. The register lists JTI-Macdonald TM Corp. as owner of the Macdonald’s Export “A” mark, which is valid until December 2029. The 1998 Library of Parliament paper called the Export A line the most popular product of RJR-Macdonald, the predecessor of JTI-Macdonald.
Benson and Hedges. The register lists Rothmans, Benson & Hedges Inc. as current owner of the Benson and Hedges word mark, registered in 1972. The 1998 paper lists Rothmans, Craven “A” and Benson and Hedges among that company’s brands.
Belmont. The register lists Rothmans, Benson & Hedges Inc. as registered owner of a Belmont design mark valid until April 2027.
Canadian Classics. A Canadian Classics design mark is registered in the name of Rothmans, Benson & Hedges Inc., and the register shows it as expunged and inactivated on 6 July 2026. We list it only because the register links the mark to the company, and we make no claim that the brand is sold today.
Market weight, and why the numbers are old
The only company-level shares we found are historical. The 1998 Library of Parliament paper put Imperial at about two-thirds of the domestic cigarette market, Rothmans, Benson & Hedges at about 20 percent and RJR-Macdonald at about 12 percent. These describe decades that have passed. They do not describe today’s market, and no source we opened gives a share for any single brand.
What changed in the court proceedings
The 2019 to 2025 proceedings under the Companies’ Creditors Arrangement Act dealt with money owed on tobacco claims. Philip Morris International’s 2025 annual report says Rothmans, Benson & Hedges received its initial order from the Ontario Superior Court of Justice on 22 March 2019. We did not open an official source that gives the filing dates for Imperial Tobacco Canada or JTI-Macdonald.
A mediator and monitor filed a plan on 17 October 2024 under which the three companies would pay an aggregate CAD 32.5 billion. The court approved it as amended on 6 March 2025, and Philip Morris International reports that it took effect on 29 August 2025. The court dates, amounts and provincial shares are in our litigation timeline.
None of the documents we opened says a brand was sold or moved because of the plan. The earlier ownership changes we can show are older and come from the trademark register: the Export “A” mark was assigned to JTI-Macdonald TM Corp. on 15 November 1999, and the Player’s and du Maurier marks were recorded as amalgamations with effect from 1 January 2015.
What we could not confirm
- The name of the fourth key manufacturer in Health Canada’s description, and any current share for any company or brand.
- Whether Pall Mall, du Maurier, Export “A”, Vantage, Benson and Hedges or Belmont are on sale in Canada today. The records show recalls and registered marks, and nothing more.
- Brands we could not tie to a company with an official record: Vogue, Matinée, Rothmans and Canadian Classics as a current product. For Peter Jackson, the one register entry we opened is an Imperial Tobacco Products Limited application that was abandoned in 2011.
- How Imperial Brands Ltd., John Player & Sons Ltd., Imperial Tobacco Products Limited and JTI-Macdonald TM Corp. relate to the operating manufacturers. The register shows owner names and addresses only.
- The parent company of JTI-Macdonald. We found no official source that names it, and the Imperial Tobacco Canada parent rests on the company’s own 2019 statement.
- Which plant makes each brand. The recall notices show a Mexican manufacturer for the recalled Player’s and Viceroy packs only.
For the legal rules that apply to every pack regardless of brand, see plain packaging in Canada. How concentrated the market is overall is covered in the market overview and on who makes cigarettes in Canada.

Frequently asked questions
Who makes Players cigarettes in Canada?
Health Canada's July 2022 recall notice for Player's cigarettes names Imperial Tobacco Canada Limited of Montreal as the distributor and British American Tobacco Mexico as the manufacturer of the recalled packs, which were sold in Canada from August 2021 to June 2022. British American Tobacco calls Imperial Tobacco Canada its Canadian subsidiary. We did not find an official page that lists where every Player's pack is made.
What are the main Canadian cigarette brands?
Health Canada says more than 100 cigarette brands are offered and publishes no ranking. Official records link Player's and Viceroy to Imperial Tobacco Canada, Vantage to JTI-Macdonald, and Benson and Hedges and Belmont to Rothmans, Benson & Hedges. Trademark entries also name Imperial-named companies for du Maurier and Pall Mall and JTI-Macdonald TM Corp. for Export A. These are recalls and registrations, so they say who is named and nothing about which brands sell most.
Who owns the Canadian tobacco manufacturers?
British American Tobacco calls Imperial Tobacco Canada its Canadian subsidiary in a 2019 statement filed with the U.S. Securities and Exchange Commission, and Philip Morris International calls Rothmans, Benson & Hedges its wholly owned subsidiary in Canada in its 2025 annual report. We did not find an official source that names the owner of JTI-Macdonald.
Did the 2025 court plan change who owns the brands?
None of the records we opened says so. The Ontario Superior Court approved the plan on 6 March 2025 and it took effect on 29 August 2025. Philip Morris International describes it as a settlement of tobacco claims with payments and a release, and mentions no transfer of brands.
