Download Canadian Tobacco and Vaping Data as CSV Files

Last reviewed: October 27, 2026Next review due: January 2027

Key takeaways

Three CSV files are free to download: tobacco tax per carton by province, provincial and territorial rules, and city bylaw rules. Every row points to the official page it came from and the date we read it. You may reuse the data if you credit Smoke Atlas and link to the source page.

What is available

FileWhat it holdsRows
tobacco-tax-per-carton.csvProvincial and federal tax on a 200-cigarette carton13 jurisdictions
provincial-rules.csvSmoking and vaping rules by province and territory, one topic per row95 rows, 10 jurisdictions
city-rules.csvBylaw rules in four cities19 rows

The files are UTF-8 with a header row. Currency is Canadian dollars and dates are year-month-day.

tobacco-tax-per-carton.csv

One row per province or territory.

  • jurisdiction: province or territory name.
  • provincial_tax_per_cigarette_cad: provincial tobacco tax for one cigarette.
  • provincial_tax_per_carton_200_cad: the same tax for a carton of 200.
  • in_effect_since: the date the current provincial rate took effect.
  • federal_excise_per_carton_200_cad: federal excise duty on 200 stamped cigarettes, at the rate that applies from 1 April 2026.
  • combined_per_carton_200_cad: provincial plus federal. It leaves out sales tax and the retailer’s margin.
  • status: verified when we confirmed the figure on an official page, unverified or conflict when we could not.
  • source_url: the official page.

Ten jurisdictions are verified. The other three (New Brunswick, Yukon and Nunavut) are blank on purpose: we would rather leave a cell empty than publish a number we could not confirm. Read how prices are built in tobacco tax rates.

provincial-rules.csv

One row per jurisdiction and topic.

  • jurisdiction: province or territory.
  • topic: a code such as min_age_tobacco, min_age_vape, indoor_public_places, patios, door_distance, vehicles_with_minors, vape_flavour_rules, retail_rules, tenancy, main_acts or quit_line.
  • statement: our plain-language summary of what the source says.
  • source_url: the official law, regulation or government page.
  • retrieved: the date we read it.

Not every jurisdiction has every topic. A missing topic means we have not confirmed it yet, not that no rule exists.

city-rules.csv

  • city and province: the municipality.
  • topic: for example parks and beaches, doorways, patios, transit or fines.
  • statement: what the bylaw requires.
  • bylaw: the bylaw or code chapter.
  • source_url and retrieved: the official page and the date we read it.

The browsable version of this file is the rules-by-city database.

Where the data comes from

Rows marked verified come from a government page we opened: legislation sites, ministry and finance pages, the Canada Revenue Agency, the Canada Gazette and municipal bylaw pages. Rows marked unverified or conflict link to the page that prompted the entry, and their figures are left blank until an official page confirms them. Our methodology page describes how a fact is checked before it is published.

Reusing the data

You are welcome to reuse and republish the files, including commercially, on one condition: credit Smoke Atlas and link to the page where the figure appears or to this page. Please do not present an old copy as current; use the retrieved date. The underlying laws and rates are public information published by governments, and the original source pages remain the authority. Suggested wording is on the how to cite us page.

If you spot a wrong figure, use report an error.

Frequently asked questions

Can I use the data in a report, article or app?

Yes. Credit Smoke Atlas and link to the page the figure comes from. If you change the data, say so.

Why are some tax rows blank?

A row is left blank when we could not confirm the figure on an official page. The status column says whether a row is verified, unverified or in conflict.

How current is the data?

Every row carries the date we read the official source. Taxes and rules change, so check the source link before relying on a figure for a decision.
