Key takeaways

Saskatchewan raised the minimum age for tobacco and vapour products from 18 to 19 on 1 February 2024. Smoking and vaping are banned in enclosed public places, within 3 metres of their doors, windows and air intakes, and in a vehicle with a passenger under 16 ($220). Provincial tax is 29 cents per cigarette, or $58.00 per carton of 200.

As of 27 October 2026, you must be 19 to buy tobacco or vapour products in Saskatchewan, a rule that took effect on 1 February 2024. The Tobacco and Vapour Products Control Act bans smoking and vaping in enclosed public places and within 3 metres of their doors, windows and air intakes. Provincial tax is 29 cents per cigarette.

Nineteen, for tobacco and for every vapour product. Before 1 February 2024 it was 18, the same as Manitoba and Alberta, so Saskatchewan now sits with British Columbia and Ontario. Compare the legal smoking age across Canada.

Which laws apply?

The Tobacco and Vapour Products Control Act and The Tobacco and Vapour Products Control Regulations. Tobacco Enforcement Officers enforce the smoke-free place, advertising and pharmacy-sale rules. The RCMP and municipal police handle the vehicle rule, and the Ministry of Labour Relations and Workplace Safety deals with smoking in workplaces the public cannot enter, under occupational health and safety rules.

Where are smoking and vaping banned?

  • Enclosed public places: any part of a building or other enclosed place or conveyance, and the common areas of multi-unit residential buildings.
  • Doorways: within 3 metres (10 feet) of a doorway, window or air intake of an enclosed public place. That is half the 6 metres BC uses.
  • Schools: all tobacco and vapour products are banned at all times in schools and on school-owned grounds.
  • Vehicles: a vehicle with a passenger under 16, with a $220 charge.

The pages we read do not mention outdoor patios or playgrounds, so check your city bylaw for those. See the Saskatoon and Regina pages.

What are the retail rules?

Display is prohibited where young persons have access, and advertising and promotion are restricted, including signs in areas young persons can enter. Tobacco and vapour sales are banned at facilities youth frequent, such as amusement parks, arcades and theatres. Selling in a prohibited place, pharmacies included, carries a $500 fine.

Since 1 September 2021 most flavoured vapour products may be sold only in adult-only specialty vape shops; stores that under-19s can enter may sell only tobacco and mint or menthol flavours. Vapour products also carry a 20 per cent Vapour Products Tax, and 6 per cent Provincial Sales Tax has applied to vapour products from 1 June 2025. See vape flavour bans by province.

Can you smoke in a rental in Saskatchewan?

The common areas of multi-unit residential buildings count as enclosed public places, so smoking and vaping are banned in hallways, lobbies and similar shared space. We found no provincial rule on smoking inside an individual unit. The tenants’ guide covers lease options.

How much is the tobacco tax?

The rate is 29 cents per stick, effective 24 March 2022. On a carton of 200 that comes to $58.00 (our calculation; the page lists the per-stick rate). Federal excise duty adds $38.92 from 1 April 2026, for $96.92 in government tax before sales tax. Heated tobacco is taxed at 21.8 cents per unit and other smokeless tobacco at 35 cents per gram. See tobacco tax rates in Canada.

Where can you get help to quit?

Saskatchewan’s health page sends residents to Smokers’ Helpline (smokershelpline.ca) but lists no phone number. Health Canada’s national line, 1-866-366-3667, connects to a quit coach. The province’s pharmacy services page also lists nicotine cessation among conditions a pharmacist may be able to help treat. See free quit-smoking help by province.

How does Saskatchewan differ from its neighbours?

Saskatchewan is the strictest of the three Prairie provinces on age (19, against 18 in Manitoba and Alberta) but charges slightly less tax than both ($58.00, against $60.00). Its 3-metre doorway rule is a provincial figure that Manitoba does not have outside Winnipeg. The Manitoba page shows the other side of the border.

What we could not confirm

The provincial pages say nothing on patios or playgrounds, and we did not open the statute itself, so section numbers and penalties other than the $220 and $500 figures are not given. A phone number for the quit service was not published on the provincial page.
