Bylaw C-1278, A Bylaw of the City of Grande Prairie, in the Province of Alberta, to establish Smoke Free Playgrounds and Athletic Fields (also known as the Smoke Free Playgrounds and Athletic Fields Bylaw)

Smoking is prohibited within a 10m radius of any playground equipment or athletic field.

Amendments to the bylaw have been proposed and will be voted on at the 6 February 2017 Council meeting. If passed, the bylaw will also prohibit smoking and vaping at specific athletic facilities such as the Coca-Cola Centre, Eastlink Centre, Dave Barr Arena, and the Leisure Centre. If amended, the bylaw will prohibit smoking and the use of electronic cigarettes within 20 m of recreational facilities.

Note: If the proposed amendments are adopted, the bylaw name will change to Bylaw C-1278, the Smoke Free Playgrounds, Athletics Fields and Recreation Facilities Bylaw

Definitions

Smoke means to smoke, hold or otherwise have control over a lit Tobacco Product or use an Electronic Cigarette.

Electronic Cigarette means a vaporizer or inhalant-type device, whether called an electronic cigarette or any other name, that contains a power source and heating element designed to heat a substance and produce a vapour intended to be inhaled by the user of the device directly through the mouth, whether or not the vapour contains nicotine, or any component of such a device.

Tobacco Product means a product composed in whole or in part of tobacco, including tobacco leaves and any extract of tobacco leaves, but does not include any product for use in nicotine replacement therapy.

Use with respect to Electronic Cigarettes, means to inhale or exhale vapour from an Electronic Cigarette or hold an activated Electronic Cigarette.

Athletic Field means any field and/or land of natural and/or man-made composition that is used for athletic purposes to conduct organized or unorganized sporting activities which includes but is not limited to a baseball field, soccer pitch, player or spectator bench and lawn bowling field. A golf course shall not be included as an athletic field.

Recreation Facility means the Coca-Cola Centre, Dave Barr Community Centre, Eastlink Centre, the Leisure Centre, Charles Spencer High School, the Saint Joseph Catholic High School and the Grande Prairie Gymnastics.

Policy Analysis

If passed, the amended bylaw will be leading edge by virtue of the fact that it will prohibit smoking and vaping within 10 m of all playgrounds and recreational facilities.
