Bylaw 57-16, A Bylaw to Amend Bylaw 59-02 Corporate Policies and Procedures for the County of Renfrew to Approve a Smoking Policy on Designated County Properties (2016)

No person shall smoke in any building or structure owned by the Corporation of the County of Renfrew as designated. This includes:

• County Administration Building
• Renfrew County Place
• 80 McGonigal Street, Arnprior
• Paramedic Bases
• Public Works Patrol Garages

No person shall smoke within nine (9) metres from any entrance, exit, window or walkway of any building.

Definitions

“Property” means any lands which belong exclusively to the County of Renfrew and to which legal rights apply.

“Smoke or Smoking” means the inhaling, exhaling, burning or carrying of any lighted cigar, cigarette, e‐cigarette, pipe or other lighted smoking equipment.

“Entrance or Exit” means an exit or entrance used by the public, staff, tenants or contractors and includes shipping and receiving areas.

Policy Analysis

The new rules regarding smoking are technically not a bylaw but rather a corporate policy: Regulate and Prohibit Smoking on Designated County of Renfrew Properties (GA-09). However, a bylaw was required to amend the policy.

What is interesting to note is that this policy does not just apply to county employees, but also to clients, tenants, contractors and visitors. In fact, service contracts require contractors and suppliers to conform to the policy.

The rules are considered leading edge by virtue of the fact that the definition of smoking includes e-cigarettes, and that the smoke-free buffer zones include multi-unit housing (owned by the County).
