Bylaw No. 21, 2003 of the Corporation of the County of Huron

Smoking prohibited in rooms used for temporary accommodation such as hotel and motel rooms, bed and breakfast rooms and similar facilities

On 22 March 2017, County Council received a report for information entitled “Smoke-Free Bylaw for the County of Huron” which recommended a smoking ban on all County-owned properties, with designated smoking areas permitted under certain circumstances. At that same meeting County Council referred the bylaw to the Board of Health for comment.

On 3 August 2017, the Board of Health accepted a report as information entitled “Smoke-Free By-Law for the County of Huron,” and asked the County of Huron to adopt a Smoke Free By-law which involves a smoking ban on all County-owned properties including some provisions for exemptions.

On 8 November, 2017 at a Committee of the Whole meeting, Smoke-Free By-Law for the County of Huron #2018-002 was adopted.

Definitions

“Smoke” or “Smoking” includes the carrying of a lighted cigar, cigarette, pipe or any other lighted smoking equipment (Bylaw 21-2003)

“Smoke or Smoking” means smoking or holding lighted products, such as but not limited to tobacco, marijuana, herbal products (Bylaw 2018-002)

Policy Analysis

This is considered leading edge because it is the only Ontario municipality to prohibit smoking in hotels, motels, inns and other temporary guest accommodations. The bylaw was passed in 2003 and only two other Canadian municipalities (Canmore and Airdrie, Alberta) have since done the same.
