Smoking and the use of smokeless tobacco are both prohibited in and within 9 m of the entrances to any public place in the Town of Lasalle. Smoking and tobacco use are also prohibited in parks, recreation facilities and the conservation area. These areas are named in Schedule A to the bylaw. In addition, designated smoking areas are allowed on municipally owned or leased land, as delineated by the municipality. This is the Town’s first smoke-free bylaw.

Definitions
“Designated Smoking Area” means a space located on municipally owned or leased property which has been designated by the Town of LaSalle with signage and smoking disposal equipment to permit smoking away from areas where persons congregate or travel;
“Smoking” means the carrying of a lighted cigar, cigarette, e-cigarette, pipe or any other lighted or heated equipment used to smoke or vaporize any tobacco or non-tobacco product;
“Use of Smokeless Tobacco” shall mean the use of chew, plugs, snus or snuff.

Policy Analysis
This bylaw is leading edge because it prohibits the use of smokeless tobacco, e-cigarettes, waterpipes and other weeds and substances anywhere smoking is prohibited outdoors. The Town of Lasalle has not addressed the issue of using e-cigarettes, waterpipes and other weeds and substances indoors. It has also allowed for designated smoking areas, which are not recommended.
